JOHN STROUD

John W. Stroud

Commander-in-Chief

Veterans of Foreign Wars of the United States

John W. Stroud was elected Commander-in-Chief of the Veterans of Foreign Wars on July 23, 2014, at the VFW’s 115th National Convention, held in St. Louis, Mo.

Mr. Stroud served in the U.S. Air Force from 1976-1997, including a tour in Korea in 1992-1993 with the 51st Fighter Wing at Osan Air Base as a Flight Operations Superintendent. His decorations include four Meritorious Service Medals, three Air Force Commendation Medals, three Air Force Achievement Medals, the Korea Defense Service Medal and the National Defense Service Medal.

He joined the VFW in 1996 at Post 10047 in Las Vegas, Nev. He maintains his Gold Legacy Life Membership at Post 2313 in Hawthorne, Nev. Mr. Stroud has served the VFW in many leadership positions, including Nevada Department Commander in 2006-2007. He has also served on numerous National Committees, including Chairman of the National Veterans Service Committee. He is a Triple Crown All American Commander Award recipient.

Mr. Stroud graduated with honors from Embry-Riddle Aeronautical University in 1990 with a Bachelor of Science degree in Professional Aeronautics. He worked as the Mineral County Building Official and is now retired.

Mr. Stroud is a member of the American Legion, the Elks, and is a Life member of the Disabled American Veterans, the Military Order of the Cootie and the VFW National Home for Children.

He and his wife Mary have five children and 10 grandchildren; they reside in Hawthorne, Nev.

THE GENERAL ORDERS, COMMANDERS MANUAL, 2014 SOUTHERN CONFERENCE INFORMATION, POST PERFORMANCE REPORT, WEST VIRGINIA VETERAN NEWSLETTER AND POST CONTACT INFORMATION IS AVAILABLE ON-LINE AT WWW.WVVFW.ORG.

Our thoughts and prayers are with the family of State Surgeon Todd Kingsbury on the passing of his brother, and the family of Past State President Linda Hill who recently passed.

POST COMMANDERS: National VFW General Order #2, published October 1, 2013 states "The National By-Laws provide for only one type of membership: active membership. There are no provisions in the National By-Laws, nor is there any authority or justification for issuance of Club Membership cards, Associate Member cards, Honorary Membership cards, Courtesy Membership cards or any other special type of cards. Any Post issuing such unauthorized cards, or conducting club operations open to the general public, endangers its standing with the Internal Revenue Service as a non-profit organization. Officers signing outlaw cards admitting non-members to VFW premises are subject to disciplinary action. National and Department officers cannot defend practices that conflict with VFW By-Laws or procedures."

DISTRICT AND POST COMMANDERS: All questions, comments and/or concerns regarding the redistricting proposal sent to all District and Post Commanders are due to State Headquarters by October 15th. This will give the Adjutant time to compile the information received in preparation for the next Redistricting Committee meeting at the Southern Conference in November.

NEW MEMBERSHIP YEAR: Life membership has been posted. Posts are encouraged to work hard to reinstate those members whose dues have lapsed. For assistance with membership, contact Senior Vice Commander Elmer Hibbs, 136 Breeden Drive, Daniels, WV 25832; Phone: (304) 712-2018. For assistance in obtaining a list of unpaid members, past and present, contact State Headquarters at (304) 768-7514.

COUNCIL OF ADMINISTRATION MEETING: There will be a Council of Administration meeting at 9:00 AM on Sunday, 9 November 2014 at the Marriott Town Center, Charleston, WV.

POST QUARTERLY AUDIT REPORTS: Notice of the Post Quarterly Audit Report for the period 1 July – 30 September, which are due to State Headquarters on 31 October, have been mailed either electronically or via USPS to all Post Quartermasters. Post Commanders are required to ensure an audit is completed and turned in on time. Notices have been sent to Post Commanders of Posts who have not submitted a Quarterly Audit for the previous quarter.

POST QUARTERMASTER BONDS: Headquarters is not in receipt of the 2014-2015 Post Quartermaster Bond, which expired 31 August, 2014 for the following Posts:

3. MID-WINTER CONFERENCE SILENT AUCTION: The Council of Administration has approved a Silent Auction fundraiser at the Mid-Winter Conference at the Holiday Inn, Martinsburg, 23-25 January 2015. Posts are requested to donate, or work with local businesses for items for this fundraiser. Points of Contact are Fundraising Committee Chairman Bill Ross, (304) 564-5543, or State Adjutant/Quartermaster Kevin Light, (304) 768-7514. Posts who obtain an item may bring them to the conference or mail to VFW State Headquarters.

4. POST INSPECTION REPORTS: Congratulations to District 5 Commander Jack Juniper for having completed all Post inspections. District Commanders forward all Post Inspection reports to State Inspector Chuck Haney, 111 Valley View Lane, Fairmont, WV 26554. Phone (304) 363-6494.

5. COMMUNITY SERVICE REPORTS: Posts are strongly encouraged to provide their District Commander the number of hours and dollars spent on a monthly basis. District Commanders are to forward the number of hours and dollars spent only (each Post reported) to the Community Service Chairman Bob Caruthers by the 15th of the month. 6. BUDDY POPPY COST INCREASE: The Council of Administration has approved an increase in the cost of Buddy Poppies to $120 for an order of 1,000 Poppies, and $60 for an order of 500 Poppies (minimum order). The price increase goes into effect on all orders received at State Headquarters after September 26, 2014. The modified Poppy Order Form is enclosed.
