Dear Department, District and Post Commanders,

The next 10 weeks are going to be crucial to our goals. You will have

accomplished much since taking office. Most programs will be out of the way for

the year and the dreaded membership work will be still be a challenge. I sincerely believe that if you push hard from now to the end of the year, you will have positioned your Departments, Districts and Posts for success in the membership arena. If we have learned anything about the Government shutdown, it is the power in numbers. I can assure you that if we and the other VSO's and MSO's had remained quiet, the outcome may have been devastating. I have given each of you a tuff task. I did so because I believe in you and I am sure your subordinates believe in you also. This is the time to be out in the Districts and visiting Posts to reinforce your belief in them. I am aware that the next round of budget talks may turn into a fiasco and be worse than the first. We must remain alert. Keep signing up our members for the Washington Weekly so that they can get involved in the Legislative fight. We can and must turn around the 20 year trend of loosing our members because we don't communicate with them. I understand that we have deaths, loose track of members and yes, sometimes make them mad. Be prepared to tell them who we are and what we do. The days of just handing out applications and expecting them to fill them out and come back ready to join is not selling the organization. Many of the new generation wants to know what we are about so be prepared to answer their questions. Then you have made the case for why they should join. However this year turns out, please know I'm proud of your willingness to be a leader and work for the future of the greatest Veterans organization in the world. We, together can do this, I know it in my heart of hearts !! Until we meet again, Thanks for all you and your family does for the Veterans of Foreign Wars.

Our thoughts and prayers are with the family of Past State President Virginia "Tootsie" Robinson, who passed away on Friday, March 14, 2014 at the age of 78. Ms. Robinson was State President 1989-1990.

MEMBERSHIP YEAR: As of March 24th, our membership stands at 89.26%. We need 1,750 members to reach the 100% +1 goal by May 31st. FROM JOE DAVIS, PUBLIC AFFAIRS DIRETOR, VFW WASHINGTON OFFICE: The Veterans of Foreign Wars of the U.S. has been asked to comment on an FY 2014 National Defense Authorization Act requirement that tasks the Defense Department to review the Purple Heart’s current eligibility criteria. Specifically, should service members who are injured or killed by acts of violence, regardless of where they are stationed, be eligible for a Purple Heart? The victims of the 2009 military recruiting station attack in Little Rock, Ark., and shooting at Fort Hood, Texas, are the impetus behind the review. They were not awarded Purple Hearts, whereas 9/11 military victims did receive the medal. In the members-only section of www.vfw.org is a link to the Purple Heart Survey. We ask that you forward this e-mail to every VFW member and Post so that all have an opportunity to take the survey before it ends on March 31.

2. POST COMMANDERS: Please be advised that the conflict between Section 216 of the National By-Laws and Section 217 of the Manual of Procedure was resolved by action of the National Council of Administration at their March 3, 2014 meeting. The Delegates at the 114th National Convention amended Section 216 of the National By-Laws which transformed which officers are elected and which are appointed; specifically that the Judge Advocate and Surgeon would be appointed officers. Whereas Section 217-Nomination, Election, Installation and Term of Office of the Manual of Procedure, lists the elected officers as Commander, Senior Vice Commander, Junior Vice Commander, Quartermaster, Chaplain, Judge Advocate, Surgeon and Trustee(s). To resolve the conflict, the Council voted to amend the Manual of Procedure, Section 217-Nomination, Election, Installation and Term of Office, subsection titled "Order of nomination and elections" by removing the words "Judge Advocate, Surgeon." Changing the section to read "Order of nominations and elections. The order of nominations and elections shall be Commander, Senior Vice Commander, Junior Vice Commander, Quartermaster, Chaplain and Trustee(s)."

3. POST ADJUTANT/QUARTERMASTERS: As directed in Section 216 of the Manual of Procedure, Post officers, elected and appointed, shall submit proof of eligibility to the Post Adjutant. Post officers shall not be installed or assume the duties of their office until proof of eligibility has been submitted and properly reviewed. Such proof of eligibility shall be open to and reviewed by the Commander, Adjutant and Quartermaster prior to installation to office. In the event an elected or appointed officer fails to submit proof of eligibility within sixty (60) days of election or appointment, any right of the officer to hold the office shall be forfeited, the office declared vacant and the eligibility qualifications of such officer shall be questioned in accordance with the provisions of Section 108 of the National By-Laws.

4. 2014 SOUTHERN CONFERENCE: The Southern Conference is rapidly approaching, and we need your help with donations to offset the cost of hosting the conference at the Marriott in Charleston, WV 5-9 November 2014. Donations can be made out to VFW State of West Virginia, earmarked as Southern Conference donation, and forwarded to State Headquarters, PO Box 9431 South Charleston, WV 25309.

5. POTOMAC HIGHLANDS WOUNDED WARRIORS OUTREACH (PHWWO:. Comrades and sisters, as you know the State Convention is fast approaching. Also as you know, one of the highlights is at noon on Saturday when we cut hair and beards for the PHWWO. We are in need of volunteers, both male and female, to volunteer to have their hair or beards cut. Please contact Past State Commander Jim Talerico at (304) 677-0080, or State Headquarters, if you or someone you know will volunteer. Also, any post having a fundraiser for the PHWWO between now and the State Convention, bring the proceeds collected to the convention so we can make one large donation. Your Post will be recognized.

6. VFW STATE OF WEST VIRGINIA COLOR GUARD: Anyone interested in being a part of a VFW State of West Virginia Color Guard should contact Joe Norris at (304) 586-0973, or email him at joe@norcosgo.com.

7. RICH HOMAN MEMORIAL AWARD: The VFW State of West Virginia will recognize again this year one individual who has demonstrated their continued leadership working in their Post, District, Department, Membership, Community Service, Veterans service and for our troops. All nominations must be submitted to State Headquarters by May 15, 2014.
